By Default Salient VC Does not allow you to hide the Rows Using the Responsive Options Tab like the VC Colums . You can however use any of these 4 classes and add them to the Row Extra Class Field to hide that particular row:
vc_hidden-lg vc_hidden-md vc_hidden-sm vc_hidden-xs

| vc_hidden-sm | Small Screen |  |
| vc_hidden-xs | Extra Small Screen |  |
It works in the same way the Column VC " Responsive Options" Work :
